Why didn't the Department of Hawaiian Homelands secure this entrance?

Looking through the roll up door leading to the 3rd deck variometer coil area we see a small portion of the insulation stripped from the THOUSANDS of pounds of copper cable removed from the six variometer coils and the giant helix coil. Obviously the parties removing these artifacts expected no interferance from DHHL as it must have taken days - Not hours - to carefully strip the insulation prior to completing their theft . They also stripped copper sheeting from room walls and ceilings .
